Professor in the Department of Constitutional and Municipal Law at the Rostov State University of Economics and a Professor at Don State Technical University. He holds a Candidate of Legal Sciences degree and a Doctor of Historical Sciences degree. Berlyavsky is recognized as a representative of the Rostov school of constitutional law. His research interests include theories of constitutional interpretation, electoral law in Russia and abroad, the evolution of Russian constitutionalism, and legal policy in the regulation of scientific activity. In recent years, his work has increasingly focused on the classification of sources of constitutional law in Russia and other countries.
