Yulia S. Eltsova

Master of Political Science; researcher of electoral processes in Russia. She graduated from Dostoevsky Omsk State University with a secondary vocational qualification in Law, and from Omsk State Pedagogical University with a bachelor’s degree in State and Municipal Administration. From 2023 to 2025, she studied in the master’s programme “Political Processes and Institutions” in St Petersburg. In 2018–2019, she worked as an assistant to a deputy of the Legislative Assembly of Omsk Oblast; in 2020, she served as acting press secretary of the regional branch of LDPR. She has taken part in election observation as a member of an election commission with either voting or consultative rights in elections to the Legislative Assembly of Omsk Oblast (2016), the Omsk City Council (2017), the President of the Russian Federation (2018), the Legislative Assembly of St. Petersburg (2021), the Governor of St. Petersburg, and municipal deputies (2024).
